Who We Are

 

NAPIPM is an affiliate of the American Public Human Services Association, and membership is open to agencies and individuals interested in enhancing the integrity and outcomes of human service programs. NAPIPM is the only national membership organization dedicated to assisting professional public human service agency staff and other stakeholders who are engaged in assessing and improving program information, performance, and outcomes. It is governed by an Executive Advisory Council (EAC) selected by NAPIPM's public agency membership to serve two-year terms. The EAC and membership provide input and support for APHSA initiatives, particularly those directly related to the operational integrity and effectiveness of human service programs. NAPIPM oversees five technical advisory groups (TAGs) composed of NAPIPM members that work closely with their federal counterparts and convene workgroups as needed when issues arise. How we evolved

Established in 1997, NAPIPM is the successor to the National Association of Human Services Quality Control Directors (NAHSQCD), one of the first affiliates of the American Public Welfare Association, now the American Public Human Services Association (APHSA). NAHSQCD provided state QC directors monitoring compliance of the Aid to Families with Dependent Children (AFDC), Food Stamp, and Medicaid programs a national organization to share best practices and work with their federal counterparts. With the implementation of the Welfare Reform Act of 1996, the association's Executive EAC recognized a need to broaden the role of the organization to include professional staff involved with data collection and the monitoring of outcomes and performance in both benefit programs as well as others including child care and child welfare.

 

NAPIPM's effectiveness is grounded in its ability to respond to emerging research, best practices, and the changing policy environments that shape public human service programs. Our focus now is on: 

  • Data collection
  • Quality control
  • Corrective action
  • Program assessment
  • Federal performance incentives
  • Performance-based budgeting
  • Outcome assessment
  • Improved accountability for long-term results

 

We currently have highly active (TAGs) that work closely with their federal counterparts to share best practices and advocate for program policy and quality control improvements in the following program areas: 

  • Temporary Assistance for Needy Families (TANF)
  • Supplemental Nutritional Assistance Program (SNAP), formerly the Food Stamp Program
  • Child Care
  • Medicaid PERM
  • Other Medicaid quality assurance programs

 

In addition to these major programs, many members are active in administering public benefit programs for:

  • Transportation
  • Employment Services
  • Adult Day Care
  • Child Support Enforcement
  • Governance

 

NAPIPM is an affiliate of the American Public Human Services Association. NAPIPM's executive advisory council governs the association according to NAPIPM's published By-Laws. The EAC elects its officers, the President, Vice President, Second Vice President, Secretary, Treasurer, Conference Chair, Communication Committee Web Master, and Election Committee Chair at the annual conference meeting. The remaining members of the EAC, seven regional directors and the five TAG chairs are selected by members in attendance during NAPIPM's annual conference. All Board members serve two-year terms, and Past Presidents continue to serve. In addition, APHSA executive, policy, and conference staff members serve the EAC as advisors. 

 

The Executive Advisory Council meets by a two-hour teleconference the second Friday of each month. Executive Advisory Council members share news from their regions and at the national level. The meetings are also an opportunity to both advise and seek support from APHSA on issues affecting performance in human service programs. The meetings frequently include other stakeholders including federal partners and the EACs of related affiliates.

 

About Regional Directors

The Regional Directors on the Executive Advisory Council play a key role in communicating issues to and from the states in their region. From the teleconferences, EAC members often learn from the Regional Directors of upcoming federal policy changes, proposed legislation, and unforeseen problems encountered by other states when implementing new policies. This information, when shared with the EAC and with other states in their region, helps to strengthen understanding, assure uniform national interpretation of policy, and bring about changes needed for effective administration of human service programs.

 

About TAGs and Committees

Committees and technical advisory groups (TAGs) are one of the most important NAPIPM functions. These groups work one-on-one with state experts and with representatives from federal agencies. They help develop positions, propose changes to federal procedures, and analyze and comment on proposed federal changes. How much time does it take to be active on a TAG or Committee? That depends on the size of the issue. Typically the work includes commenting on drafted position papers or making phone calls to colleagues in other states to share or obtain information. The EAC understands that each member's primary commitment is to their employer, and works to keep NAPIPM tasks manageable.
